Opinion of the French Agency for Food, Environmental and Occupational Health & Safety: "consideration in the regulatory framework of the effects on children's health of LEDs contained in toys"

This Opinion identifies several errors in the IEC EN 62115:2020 procedure for evaluating the eye safety of LEDs contained in toys. These errors are attributed to a scientific article published in 2012 which was transposed in this standard. As a result, the safety standard is abnormally permissive and allows the use of LEDs that can dangerously dazzle children and damage their retinas, with possible consequences on children's visual health. The ANSES recommends vigilance regarding the use of LEDs incorporated in toys, pending the necessary revisions of the safety standard and the associated regulations worldwide.
Cette Avis de l'ANSES identifie plusieurs erreurs dans la procédure réglementaire d’évaluation de la sécurité oculaire des LED basée sur la norme « jouets » IEC EN 62115 de 2020. Les erreurs sont attribués à un article scientifique publié en 2012 et transposé dans cette norme. Celle-ci est anormalement permissive et autorise l’utilisation de LED pouvant éblouir dangereusement les enfants et endommager leur rétine. L’ANSES décrit les conséquences possibles sur la santé visuelle des enfants et préconise une grande vigilance concernant l’utilisation des LED incorporées dans les jouets en attendant les révisions nécessaires des normes et des réglementations.
